The plan also says that existing testing capacity is sufficient to contain the outbreak so long as tests are distributed properly, even though leading epidemiologists have argued otherwise.
'We've had inadequate testing," the director of the Harvard Global Health Institute said Monday. "We believe we need to be at at least 500,000 tests a day."
The new report comes just a day before health officials confirmed that two people died with the coronavirus weeks before the first reported death, thus underscoring the need for widespread testing.
